The Picture Under Your Comments and Stuff

Now that I'm CS am I allowed to have that picture thing under all my posts?
For example, Gloria has that pic of Sold, her, and Skulblaka.
Pipoca has that dancing dude that says Deal With It.
How do I get it? Am I allowed to have one?

Also, try to keep your signature to something non offensive; even if it's just a kid giving everyone the middle finger, I would prefer you would choose something else.
